The proposed rule would give OMB significant new authority to dictate federal grantmaking across all federal research agencies. That increased power would not only be available to this Administration, but to all that follow. The proposed rule: expands OMB’s power to cancel grants, even whole classes of grants, based on shifting presidential priorities; creates a new political process for grant decision-making, explicitly minimizes the role of merit-based peer review; and jeopardizes health disparities research. These and other proposed changes would slow medical progress, weaken local economies, and undermine the United States’ leadership in science and innovation.
